A five-alarm fire started on the 51st floor of this historic building, forcing sightseers on the observation deck over 50 stories above, to scramble for their lives.   The blaze injured 38 people and the day after the incident, the Fire Department filed criminal charges against the management of the sky-scrapper, claiming that defects existed in the alarm system and that they had no fire safety director on site.  T.J. Russo Consultants was retained on behalf of the building’s insurance company to investigate the origin and cause of the fire as well as the issues pertaining to life safety.
